Email Summary of Type B Review Determination and Public Notice of Draft Proposed Order on Request for Amendment 7 (RFA7) and Complete RFA7 of the Stateline Wind Project Facility Site Certificate On May 13, 2022 the Oregon Department of Energy (ODOE) issued its Draft Proposed Order (DPO) on Request for Amendment 7 (RFA7) of the Stateline Wind Project Site Certificate, Public Notice of a comment period on the DPO and complete RFA7, and its determination that the certificate holder's request for review of RFA7 under the Type B process is justified. These documents are available to download and view from the Department website. Request for Site Certificate Amendment 7 seeks Council approval to amend Condition 137 to allow a change in turbine specifications (specifically the minimum above-ground blade tip height, and the hub height) for Vansycle II wind turbines, if repowered. Based on the requested condition amendment and an evaluation of OAR 345-027-0357(8), the Department issued a determination concurring that the certificate holder justified review of RFA7 under the Council's Type B review process. Please note that the "Type B" amendment review process omits the DPO public hearing and an opportunity to request a contested case proceeding on the Department's proposed order, the order issued after the Department evaluates comments received on the record of the DPO. The Stateline Wind Project is an operating 222 megawatt (MW) wind facility in Umatilla County. The certificate holders are FPL Energy Vansycle, LLC (FPL Vansycle) and FPL Energy Stateline II, Inc. (FPL Stateline), both of which are wholly-owned subsidiaries of NextEra Energy Resources, LLC (NEER) (certificate holder owner).
