Email Summary of Public Notice of In-Person/Virtual Public Hearing and Request for Comments on Draft Proposed Order on the Application for Site Certificate for the Proposed Nolin Hills Wind Power Project Description: The applicant, Nolin Hills Wind, LLC (applicant), a subsidiary of Capital Power Corporation, submitted an application for site certificate (ASC) to the Oregon Department of Energy to construct and operate the proposed Nolin Hills Wind Power Project (proposed facility). The proposed facility, including related or supporting facilities, includes up to 600 megawatts (MW's) (preliminarily 340 MW from wind and 260 MW from solar) within a site boundary of 48,196 acres of private land primarily zoned exclusive farm use in Umatilla County, approximately 4 miles south of Echo and 10 miles west of Pendleton. The Department determined that the ASC was complete on January 28, 2022. The Department issued a Draft Proposed Order (DPO) on the ASC on April 19, 2022. The DPO recommends the Energy Facility Siting Council (EFSC) approve the ASC and grant a site certificate, subject to the conditions presented in the DPO (see Attachment A). Comment Period: The Oregon Department of Energy requests written comments on the DPO (staff's initial evaluation and recommendation) from April 19, 2022 through May 26, 2022. Written comments must be received by the comment deadline of May 26, 2022 at the close of the public hearing described below.
