Email Summary of Public Notice of Receipt of Preliminary Request for Amendment 7 Stateline Wind Project Site Certificate On April 19, 2022, the Department received preliminary Request for Amendment 7 to the Stateline Wind Project Site Certificate (pRFA7). In pRFA7, the certificate holder includes a request that the amendment be processed under Type B review per OAR 345-027-0357(8). The pRFA7 seeks Council approval to amend the approved turbine specifications (specifically the minimum above-ground blade tip height and the hub height) for Vansycle II wind turbines, if repowered. A certificate holder can request Department determination of the Type B review process on an amendment request, but the certificate holder has the burden of justifying the appropriateness of the Type B review process through an evaluation of factors pursuant to OAR 345-027-0357(8). The key procedural difference between the Type A and Type B review is that the Type A review includes a public hearing on the draft proposed order and an opportunity for a contested case proceeding. The key timing differences between Type A and Type B review are in the maximum allowed timelines for the Department's determination of completeness of the preliminary amendment request, and the issuance of the draft proposed order and proposed order. The pRFA7 (inclusive of the Type B Review ADR), and public notice are available to download and view from the Department's website. The Stateline Wind Project consists of two geographic units. Stateline 1 & 2 (Unit 1) is composed of 186 wind turbines and has a peak generating capacity of up to 123 megawatts (MW). Vansycle II (Unit 2) consists of 45 wind turbines with a peak generating capacity of up to 119 MW. There are two certificate holders for the Stateline Wind Project site certificate, based on the two geographic units of the facility. The certificate holder for Stateline 1 and 2 is FPL Energy Vansycle, LLC (FPL Vansycle); the certificate holder for Vansycle II is FPL Energy Stateline II, Inc. (FPL Stateline), both of which are wholly-owned subsidiaries of NextEra Energy Resources, LLC (NEER) (certificate holder owner). The facility is located in northern Umatilla County.
