Permanent members of the United Nations ( UN ) Security Council , China , France, Russia, the United Kingdom and the United States, declared in a joint statement, " We affirm that a nuclear war cannot be won and should never be fought."

"Avoiding war between states with nuclear weapons and reducing strategic risks are among our top responsibilities," the joint statement said.
The statement said that because nuclear use will have far-reaching consequences, nuclear weapons must serve defensive purposes, deter aggression and prevent war as long as they exist. "We reaffirm the importance of addressing nuclear threats and stress, bilaterally and multilaterally, the importance of maintaining our Nuclear Non-Proliferation Treaty (NPT) and our commitments thereto. Including article VI of the treaty, we need to stop the nuclear arms race at an early date," the statement said. "We remain committed to effective measures on nuclear disarmament and to maintain general negotiations under strict and effective international supervision," the statement said.
"Each of us aims to maintain and further strengthen our national measures to prevent the unauthorized use of nuclear weapons," the statement said.
In the declaration, which drew attention to the goal of a safe world without nuclear weapons and a safe world for all, the desire to progress in disarmament and to work with all states to create a more favorable security environment was emphasized.
"We aim to continue to seek bilateral and multilateral diplomatic approaches to avoid military conflicts, strengthen stability and predictability, increase mutual understanding and trust, and prevent an arms race. We are determined to maintain a constructive dialogue, with mutual respect and acknowledgment of each other's security interests and concerns," the statement said.
